Reportable Quantity vs. Hazard Class: What's the Difference?
RQ and hazard class both come from 49 CFR §172.101, but they answer completely different questions. Here's how to tell them apart and why a material can have one, both, or neither.
A Reportable Quantity (RQ) tells you how much of a substance can be released before you're legally required to report the spill. A hazard class tells you how to classify, package, and label the material for shipment in the first place. They come from two different parts of the same regulation — hazard class from the main Hazmat Table, RQ from Appendix A to that same table — and a material can be on one list, the other, both, or neither.
Same regulation, two different jobs
Both concepts live under 49 CFR §172.101, which is exactly why they get confused so often. But they're built to answer different questions at different points in a material's life:
- Hazard class matters the moment you're preparing a shipment — it drives your shipping paper, your labels, your packaging, and your placarding.
- Reportable Quantity matters if something goes wrong — a spill, a leak, a release into the environment. It tells you the threshold amount above which federal law requires you to notify the National Response Center.
A material can fall into any combination
This is the part that trips people up:
- Has a hazard class, no RQ — most entries in the main Hazmat Table. The material is regulated for shipping purposes but isn't specifically listed as a "hazardous substance" with a spill-reporting threshold. Acetal, for example, has a full shipping classification (Class 3, UN1088) but doesn't appear on the RQ list at all.
- Has an RQ, and separately a hazard class — common for well-known hazardous substances like benzene or ammonia, which show up on both lists.
- Has an RQ, but the material by itself isn't classified for shipping — this happens with some waste codes and specific listed chemicals that are hazardous substances under CERCLA/EPA rules without necessarily being a DOT-regulated shipping hazard in every form.
- Neither — the overwhelming majority of chemicals that exist have no federal hazmat shipping classification and no reportable quantity, because they're simply not regulated as hazardous under these particular rules.
Why this matters practically
If you only check RQ and assume that covers your shipping obligations, you can end up shipping something without the correct hazard class, packaging, or labeling — RQ tells you nothing about how to package a material correctly. Conversely, if you only check the hazard class and never look at RQ, you might not realize that a spill of a fairly small quantity legally has to be reported, even if the shipping side of your operation is fully compliant.
The safe habit: treat these as two separate checks, every time. Look up the shipping classification for how to move it. Separately, look up whether it's a listed hazardous substance with an RQ, for what happens if it doesn't stay in the container.
How to check both quickly
Use the search on this site — a lookup will show you the RQ if one exists, and separately whether the material has a shipping classification (hazard class, UN number, packing group) from the main Hazmat Table. Checking both takes seconds and avoids assuming one covers the other.
